Launch a PPP program for Startup Accelerators in Jordan
A free 17-page guide · The $500 trillion PPP infrastructure opportunity
What this guide is for
Your accelerator opens a dedicated program to invest in and accelerate Jordanian startups building AI, robotics and tokenization for infrastructure, with Jordan’s $86 billion and Aqaba’s $46 billion of public-private partnership (PPP) projects as their first customers.
The case
Venture capital + infrastructure funds = the PPP innovation engine
Venture capital is about to become one of infrastructure’s most important investors, because the $50 trillion of intelligence inside the rebuild will be built by companies that look like every company venture capital already backs: small teams, new technology and fast iteration. This guide invites Jordan’s startup accelerators to fund Jordan’s founders toward that future, starting with the projects at home.
The guide
Fund Jordan’s founders for the $500 trillion PPP opportunity
Your accelerator opens a dedicated program to invest in and accelerate Jordanian startups building artificial intelligence, robotics and tokenization for PPP infrastructure, starting with Jordan’s $86 billion of projects and the $46 billion anchored in Aqaba.
01
A PPP Infrastructure track
The accelerator adds a PPP Infrastructure track to its programs and its fund, for Jordanian founders building AI, robotics and tokenization products for energy, water, transport, logistics, tourism, urban development, mining, health and agriculture projects.
02
Many small tickets
Infrastructure technology is proven in small, repeatable pilots before it reaches a large concession, so the program writes early tickets across a wide cohort of companies and follows on in the ones whose pilots work.
03
Projects at home as first customers
Each startup is matched with a live project, contracting authority or consortium in Jordan’s pipeline, from Amman to Aqaba, so its product is built against a real requirement and tested on a real Jordanian asset.
04
A legal route to pilots
Jordan’s PPP Law No. 19 of 2023 accepts direct private proposals under Article 15, and PPP Regulation No. 9 of 2024 defines small-scale PPPs below $14.1 million, which can be bundled into one feasibility report and one tender. Founders and their partners can take a pilot to government without waiting for a tender to be called.
05
Follow-on from infrastructure capital
Graduates that prove a technology on a Jordanian pilot are introduced to developers, contractors, operators, banks and infrastructure funds in Jordan and the Gulf. Venture capital keeps financing the technology while infrastructure capital finances the assets.

Why startup accelerators
Venture capital + infrastructure funds = the PPP innovation engine
Many technology breakthroughs come from startups, which have strong reasons to experiment and iterate fast. Venture capital funds that experimentation, and infrastructure funds carry the proven technology into large projects.
The gap where infrastructure innovation dies
A startup proves a technology works, then needs $200 million to build its first real asset. Venture capital hesitates because the money goes into concrete, and infrastructure funds hesitate because their mandate requires proven technology and contracted cash flows. The technology waits, sometimes for a decade. Small, repeatable projects close that gap, because both kinds of capital can fund them.
Venture capital already backs infrastructure
Most of these companies grow through small, repeatable projects replicated across many sites, which is what makes them fundable by venture capital. India has now opened highway PPP bidding to venture capital funds. Jordan can grow its own versions of these companies on its own projects, and Jordan’s accelerators are well placed to back them first.
Why a track, and why now
An accelerator that meets infrastructure founders one at a time has to learn procurement and concession terms with every company. A dedicated track gives it a pipeline of pilots, mentors who know PPPs and co-investors who already know its startups, and Jordan’s pipeline is early enough for the first track to shape it.

Futureproofing
Futureproof Startup Accelerators in Jordan for the infrastructure singularity
This free 17-page guide shows how, with small PPPs in parallel, PPP research labs, artificial intelligence, robotics, tokenization and six first steps.

Jordan and Aqaba
An $86 billion customer base at home
Every one of them will buy technology, and Jordan’s founders can sell to each buyer at home. A Jordanian startup that wins one project at home can sell to the next one across the region.
- $86B
- of PPP and infrastructure projects in development in Jordan
- $46B
- of them anchored in Aqaba

Small PPPs and research labs
Small PPPs run on the model an accelerator already knows: many small bets, fast cycles and follow-on in the ones that work. A research lab can host a cohort of Jordanian founders testing their products on real public assets, and every pilot gives a founder a first customer at home, a reference and the data for the next round.

Unsolicited proposals
A direct proposal gives a startup a way to sell to government on its own initiative. The accelerator can help its founders turn a pilot into a proposal under Article 15, with the pre-feasibility study, the fiscal case and the partners it needs, so each cohort carries its own projects to the Ministry of Investment and Jordan’s public authorities.
The program
How the program could work
The program can run on the model the accelerator already uses, from bootcamp and acceleration to seed and follow-on investment, with a PPP infrastructure thesis and Jordan’s real projects added to it.
- Thesis
- AI, robotics and tokenization for PPP infrastructure, set beside the accelerator’s existing focus areas.
- Sourcing
- Open calls to engineers, developers and designers from Jordan’s universities, to people inside the firms delivering Jordan’s projects, and to founders already building in energy, climate, supply chains and digital assets.
- Bootcamp
- A PPP curriculum inside the bootcamp: how projects are prepared, procured, financed and operated, how direct proposals work under Jordanian law, and how to sell to contracting authorities, developers and contractors.
- Investment
- Seed tickets on the accelerator’s existing investment model, with follow-on investment in the companies whose pilots work.
- Pilots
- Each company is paired with a project sponsor, contracting authority or consortium for a first pilot, sized as a small-scale PPP below $14.1 million or brought as a direct proposal under Article 15.
- Co-investment
- Jordan’s Innovative Startups and SMEs Fund (ISSF), infrastructure funds, developers, contractors and pension and sovereign investors who want early access to the technology their projects will buy.
- Demo days
- Graduates present to infrastructure investors and project sponsors in Amman, Aqaba and the Gulf, and sell into the next project across the region.
What the accelerator gains
The accelerator gains a thesis in the largest market on Earth. Infrastructure is where the next wave of AI, robotics and tokenization will be deployed, and very few accelerators in the region have a program built for it, so the first in Jordan to open one becomes the place founders and infrastructure investors look to.
Its portfolio gains paying customers at home from the first pilot. Contracting authorities, developers and operators have budgets and long contracts, so a Jordanian startup that wins a pilot can grow into revenue that lasts the life of a concession, export its product across the region and bring the accelerator a new set of co-investors from infrastructure capital.

Next steps
How an accelerator can start
Any startup accelerator in Jordan can take this guide forward. The first steps use the programs, mentors and investors the accelerator already has.
01
Mandate
Board and investment committee approval for a PPP Infrastructure track, with its sectors, its ticket sizes and its first-year goals.
02
Team
A named track lead, with program managers, mentors and investment staff drawn from the accelerator’s existing teams.
03
Pipeline
A map of Jordan’s $86 billion of projects by sector and stage, matched to the problems founders can solve, and early meetings with the contracting authorities behind them.
04
Cohort
An open call to engineers, developers and designers from Jordan’s universities and to founders already building in energy, climate, supply chains and digital assets.
05
Partners
Project sponsors, contracting authorities, infrastructure funds and co-investors who will host pilots and follow on in the companies that prove themselves.
06
Pilot
A first pilot or direct proposal from the cohort, taken from idea to submission as a small-scale PPP.
Jordan has the projects, the engineers and the law that accepts unsolicited proposals. A PPP program at your accelerator gives Jordan’s founders the capital and the first customers to start building the superintelligent infrastructure future from Amman and Aqaba.
